AH Library Sees Record Circulation

ATLANTIC HIGHLANDS, NJ - 2009 was not noted as a year of many positive increases.  The local exception to that, though, was the increase in circulation at the Atlantic Highlands Public Library.  Open 243 days in 2009 the Library loaned 41,472 items – the highest number of items loaned the Library has ever achieved.  The average number of loaned items for one day was 171 (again, the highest average ever recorded.)  These numbers were achieved in spite of a two week closure, while the Library moved from Borough Hall to the Firemen’s Field House at 48 Avenue C.  An amusing statistic is that 390 items, the highest number in one day, were loaned the day before the Library closed its doors to move.  The joke circulating in Atlantic Highlands is that Friends of the Library checked out extra books rather than have to pack, move, and unpack them.

Library Board member Mary Carhart says the assumption that computers have produced a decline in library usage does not hold true in Atlantic Highlands.  She attributes the increases in circulation directly to the librarian, Marilyn Scherfen and her staff.  Mary feels that the staff’s willingness to be helpful and their encouragement of young people and families to use the library produced the 2009 circulation numbers.  Mary notes that the staff also takes every advantage offered by their association with the Monmouth County Library.  This access to a larger venue and the quick fulfillment of requests has encouraged Atlantic Highlands residents to keep their library usage local.

Staff and volunteers will offer meals and services

FREEHOLD, NJ – Monmouth County’s 2010 Project Homeless Connect, a one-stop shop of health and human services for homeless residents, will be held from 8 a.m. to 1 p.m. on Wednesday, Jan. 27 at the Atonement Lutheran Church, 308 First Ave. in Asbury Park and New Beginnings Agape Christian Center, 133 Throckmorton St. in Freehold.

The goal of the event is to collect information from individuals and families in need of housing and social services to help them move off the streets and into permanent housing.

“We will offer a warm meal, a warm coat and friendly services to people,” said Freeholder Amy A. Mallet, liaison to the county Human Services Department. “Project Homeless Connect is working to end homelessness throughout America, but our county volunteers and staff are making a difference right now.

“We are connecting with people by offering them help through many county and not-for-profit service providers,” Mallet continued. “Food and coats are a great start, but we want to make sure that each person who needs and wants assistance is being helped.”

Anyone without a permanent residence or who is at risk of being homeless is encouraged to participate in Project Homeless Connect. Those who participate will be asked to fill out a survey form and be provided food, clothing and various services, including free health screenings and employment services.

2010 Black Sea Bass Quota Reconsidered

Dover, DE - A joint meeting of the Mid-Atlantic Council's Scientific and Statistical Committee (SSC) and the Atlantic States Marine Fisheries Commission's Black Sea Bass Monitoring Committee was held on January 8, 2010 (via Webinar) in response to the following motion passed by the Council at its December 2009 meeting in Wilmington, Delaware:

“Move that as outlined by the Executive Committee at the October Council meeting, convene a joint meeting of the Scientific and Statistical Committee and Monitoring Committee to share available data and relevant information as it pertains to the 2010 black sea bass recommendations for purposes of allowing the Regional Administrator to consider whether it would be appropriate to move forward with an emergency action based on final SSC review.”

** After lengthy discussions with the Black Sea Bass Monitoring Committee, the SSC reconsidered its original 2010 acceptable biological catch (ABC) recommendation of 2.71 million pounds (with an associated 2.30 million lb TAL) agreed by consensus to increase its ABC recommendation for black sea bass for 2010 to 4.5 million pounds (a 1.79 million pound increase in ABC for the 2010 black sea bass fishery).   **

Upon receipt of the SSC report (http://www.mafmc.org/press/2010/SSC_Report_bsb.pdf) from the SSC Chairman (Dr. John Boreman), Council Chairman Richard B. Robins, Jr, on behalf of the Council, requested that the Secretary consider an emergency action to increase the 2010 total allowable catch (TAC) for black sea bass to 4.5 million pounds (http://mafmc.org/press/2010/Kurkul_bsb_letter.pdf).  The SSC's increased ABC recommendation can be reasonably expected to alleviate significant, negative social and economic impacts relative to the initial ABC recommendation.  The SSC report indicated that the TAC and total allowable landings (TAL) levels associated with its revised ABC recommendation would be 4.5 million pounds and 3.7 million pounds, respectively.  The report also calls specific attention to the issue of management uncertainty related to the recreational catch overages experienced in 2009.  In light of the SSC's findings and the subsequent request for an emergency action to increase the 2010 quota for black sea bass, the Council will be discussing potential changes to management measures for the species at its February 11, 2010 meeting in Cambridge, Maryland in order to provide final Council recommendations for black sea bass for the 2010 season.
